  3.     DIED. Wayne Hays, 77, 14-term U.S. Representative from Ohio
  4. whose congressional career ended in 1976 after a sex scandal
  5. involving a "committee clerk," Elizabeth Ray; of a heart attack;
  6. in Wheeling, W. Va. At first Hays denied a Washington Post report
  7. that he had given Ray a $14,000 federal job for personal reasons,
  8. though she later confessed, "I can't type. I can't file. I can't
  9. even answer the phone."  But he tearfully acknowledged the
  10. relationship two days later and subsequently abandoned his seat to
  11. end an ethics committee investigation of the affair.
